PRESBYTERY MINUTES
September 20, 2003
OPENING:
[As Mr. DeBoer, the stated clerk, will not be able to attend the meeting and as Calel
Butler has brought his laptop for the clerk’s use, he was directed to record
the minutes of the meeting.]
Elder Colbeck called the meeting to order at 9:05 AM.
Calel Butler welcomed everyone to the church.
Elder Colbeck opened with prayer.
Psalm 106A was sung.
ROLL CALL AND HEARING OF EXCUSES: Mr. DeBoer’s
excuse was read. Dr. Butler was not yet present.
ADOPTION OF THE DOCKET:
Two changes to the docket were made concerning responses to letters from Mr.
Douglas Geddie and Pastor Bacon. The docket was approved.
SUBSCRIPTION TO STANDARDS:
A statement was made and signed by the elders present.
ELECTION OF OFFICERS:
It was M, S, and A to keep the current slate of officers.
INTRODUCTION OF VISITORS:
No visitors. [Dr. Butler comes in at 9:35 am.]
READING OF MINUTES:
Pastor Dymond read the minutes. Corrections: 1) Visitors "are"
members, not "were" members: "All are members" 2)
"Michael Baloga [spelling]" 3) "congregation’s property"
4) "It was moved, seconded, and approved to receive the Investment
Committee’s report [not "?"]." 5) It needed to be added that it
was moved, seconded, and approved to reimburse $500 to Mr. DeBoer for a printer.
Minutes from previous meeting were approved.
DEVOTION: The devotion was given by Pastor Wagner. His text was 1 Cor. 11:23-34. In preparation for the Lord’s Supper, Mr. Wagner spoke on closed communion. Closed communion aides us in protecting the APC from doctrinal errors, even in other churches. Various doctrinal heresies found in modern churches were explained, including the Framework Hypothesis, the Faith-Works issue, and the Openness Theology. The exhortation is given to be faithful to sound doctrine.
LORD’S SUPPER:
Elders Forney and Dymond assisted Elder Wagner with the Lord’s Supper. A psalm
was sung afterwards.
REPORT OF STATED CLERK:
Mr. DeBoer received the two communications. The first is from Mr. Geddie
concerning Mr. Bancroft’s applying to join the PRC. The second is from Pastor
Bacon inviting the APC elders to a Reformation Day Conference.
The invitation to Pastor Bacon’s Reformation Day Conference was discussed. It was M, S, and A to send Pastor Dymond and pay his expenses for traveling if he is available to go. If he is available, Pastor Dymond will contact the moderator. It was M, S, and A to approve the clerk’s report.
REPORT OF TREASURER:
Pastor Dymond gave the treasurer’s report. As a part of good business
practice, it is highly recommended that individuals who are reimbursed for
expenses give receipts to the treasurer. It was M, S, and A to approve the
treasurer’s report.
REPORT OF CHURCHES:
Prayer for John Morrow: There was an update given by Mr. Forney concerning
Pastor Morrow’s condition. Mr. Forney also passed out a written report of
Pastor Morrow’s condition prepared by Mr. Eisenzopf. Pastor Wagner offered
prayer on behalf of Pastor Morrow.
Prayer for Westminster congregation: Pastor Dymond prayed for the
Westminster congregation.

Prayer for West Wyoming Congregation: Pastor Butler
prayed for the West Wyoming congregation.
Prayer for Bordentown Congregation: Elder Forney prayed for the Bordentown
Congregation.
REPORT OF THE THEOLOGICAL EDUCATION
COMMITTEE:
There was no report presented. Pastor Wagner raised the question of licensing
Joel Butler to preach since he is required to preach in connection with his
education at Reformed Theological Seminary. Dr. Butler gave a positive update of
Joel’s progress at the seminary. Calel Butler also was asked to give an update
concerning his education.
REPORT OF AMERICAN PRESBYTERIAN PRESS:
Pastor Wagner read Mr. DeBoer’s report on the American Presbyterian Press.
PROOF READING ASSIGNMENTS:
The proof reading assignments were reviewed. The following
corrections/changes were approved...
It was M, S, and A to change the Directory of Worship 8:9, "His atoning death and resurrection" to "His atoning death, resurrection, and second coming" on the basis of this being an obvious oversight.
It is M, S, and A to add 1 Corinthians 14:16 and Isaiah 55:8-9 to footnote 7 of Conf. of Faith 2:1.
It is M, S, and A to add Romans 8:29-30 to footnote 16 of Conf. of Faith 3:6.
REPORT OF INVESTMENT COMMITTEE:
There was no report from the Investment Committee.
REPORT OF INTER-CHURCH COMMITTEE:
M, S, and A to appoint Pastor Wagner to write a letter to the PRC concerning
George Bancroft and to appoint Dr. Butler and Elder Colbeck to read over the
letter and approve it before it is sent.
REVIEW OF SESSION MINUTES:
Tabled.
OLD BUSINESS:
Elder Forney presented a plan for raising funds
for the purpose of providing for ministers of the American Presbyterian Church
in their retirement.
NEW BUSINESS:
None...

ADJOURNMENT:
