PRESBYTERY MINUTES

April 12, 2003

 

Presbytery was called to order at 9:00 AM.

Rev. Dymond gave the welcome from the host church and opened in prayer.

The presbytery devotion was delivered by the moderator, Elder Colbeck. The topic dealt with Christian parents raising their children. The Scripture passages were Judges 13:1-7 and Ephesians 6:1-4. Elder Colbeck reviewed some points on raising children in the fear of God developed from the example of Samson and his parents in Judges 13. Portions of Psalm 106, 113, 128, 135, and 73 were sung in conjunction with the message. The devotion was concluded with prayer offered up by Dr. Butler.

ROLL CALL:
The roll was called and all members of Presbytery were present, except for Rev. Morrow on account of his illness. Joel Butler, man under care, was also absent due to his attendance at the Reformed Presbyterian Seminary in Pittsburg, PA.

THE DOCKET:
The docket presented by the moderator was approved as amended by the following changes.

· Discussion of preterit eschatology.

VISITORS:
The following visitors were welcomed by the Presbytery.
Rev. Nelson of the Trenton, NJ Orthodox Presbyterian Church, who was granted the privilege of the floor.

MINUTES OF PRESBYTERY:
Minutes of presbytery for December 7, 2002 were read and approved with one addition.

THE CLERK’S REPORT:
The Clerk reported that there were no communications received for the Presbytery.

THE TREASURER’S REPORT:
The Treasurer’s report was presented by Rev. Dymond, and received.

THE REPORTS OF THE CHURCHES:
Rev. Dymond read the report of the W. Wyoming congregation. The report included a suggestion by James Walters of the W. Wyoming congregation that audio sermons by APC ministers should be made available on the church’s website. Rev. Dymond also displayed the ads for the church’s meetings that are regularly placed in the local newspapers.

Rev. Wagner read the report of the Bordentown congregation. It included a communication that he received from a law firm about possible eminent domain action by the state against the congregations property in Bordentown.

The report of the Westminster congregation was presented by Elder Forney. It included a report on the status of Pastor Morrow’s health and his financial needs. It was moved to request a full report on Rev. Morrow’s status and needs from the congregations deaconate and to have the moderator distribute this information to all the presbyters. In thirty days the moderator is to canvas the members after they have studied the report and determine what action the Presbytery ought to take at that time. This was approved.

It was MSA to receive the reports of the churches.

THE INVESTMENT COMMITTEE REPORT:
Rev. Dymond, the Treasurer gave the report of the Investment Committee. Due to the very low interest rates there are few attractive investments at this time that are feasible considering the church’s limited funds and liquidity requirements. Therefore there has been no change in the presbytery’s savings and checking accounts. It was MSA to receive the Treasurer’s report.

THE INTERCHURCH COMMITTEE REPORT:
Rev. DeBoer presented the report of the Interchurch Committee. There are currently no unsettled constitutional matters regarding the union of the APC and the ARPC. There is a desire for mutual fellowship and participation in each other’s labors. We have requested Dr. Bacon’s participation in any future ordination counsels of the APC. Dr. Bacon of the ARPC has requested our participation in the missionary labors of the ARPC in Myamar. This participation could include but is not limited to the following…

· Prayer and financial support

· Participation by an APC elder in a missionary trip to Myamar.

· Assisting in the theological education of ministerial students brought over here from Myamar for training. This would involve personal tutoring and housing of a student for a number of months.

Dr. Butler reported on his participation in a meeting of the Atlantic Presbytery of the RPCNA meeting in Ridgefield Park, NJ.

Rev. Nelson was invited to address the Presbytery briefly, and he gave a short report on the state of the OPC, noting their current controversy respecting the days of creation.

REVIEW OF SESSION MINUTES:
This was postponed until another meeting of Presbytery as no congregation came prepared.

At this time the body recessed for lunch which was provided by the host church.

THE AMERICAN PRESBYTERIAN PRESS REPORT:
Rev. DeBoer reported on the APP’s publication ministry, noting book sales for 2002 were down almost 50% from 2001. He requested everyone’s support in the book ministry and prayers for the work to prosper in its testimony for the Lord’s truth, especially our distinctives.

He reviewed the publishing projects that are pending. These included the following…

· The publication of his book, "Hymns, Heretics, and History." He has put out 6-8 copies of the manuscript for review by other teaching elders, but has received little input to date. One suggestion was to add an appendix with a review of the Trinity Hymnal.

· The publication of an extract from Charles Hodge’s "Constitutional History of the PCUSA" covering the Great Awakening and the Schism of 1741, containing his defense of the Old Side. Since the 500 copies of the entire work published in the early 80’s would be very expensive to reprint and took over ten years to sell out this more limited reprint is more practical.

· The publication of an abridged version of Frederick Nolan’s, "An Inquiry into the Integrity of the Greek Vulgate" which constitutes one of the best defenses of the Textus Receptus against current textual criticism. It may possibly contain an introduction by Dr. Theodore Letis.

He also gave a report of the websites and presented the statistics for the number of "hits" to each web site for all of 2002 and 2003 to date. The traffic to the websites has continued to increase. The APC website is now receiving more hits than the APP website. This was attributed to the mass of new material, especially on Presbyterian Church history. Projected additions to the websites include the following…

· An online version of the book, "The Presbyterian Conflict" dealing with the Modernist-Fundamentalist controversy in the PCUSA in the first half of the 20th century.

· Continuing to add material to the Gilded Tombs section.

· Additional articles on Islam.

There was a discussion on the issue of including audio sermons on the church’s website. The problems and the requirements were discussed and it was determined that the commitment was not there at this time to bring such a project to fruition.

Rev. DeBoer presented expenses for the websites totaling $605.44 which were voted by Presbytery to be reimbursed. The Presbytery also reimbursed $500.00 for the cost of a new duplex printer.

The report of the American Presbyterian Press was received.

THEOLOGICAL EDUCATION COMMITTEE:
It was MS&A to have the Moderator appoint a committee to oversee the theological education of the men under care of Presbytery. Reverends Dymond and Wagner were appointed.

NEW BUSINESS:
Rev. Morrow:
Subsequent to the earlier discussion a lengthy faxed communication was received w.r.t. Rev. Morrow’s health and needs. This was discussed and the following motions were approved.

· To have Rev. Wagner review the facilities needs of Rev. Morrow and report back to the Moderator before the 30 day review approved earlier.

· To have the report by Mr. Eisenzoph, just received, go through the Westminster deaconate before being distributed and reviewed by members of Presbytery.

Preterit Eschatology:
There was a brief discussion of the nature and thrust of preterit eschatology and how it might be answered in the light of the eschatological position of the American Presbyterian Church.

It was MS&A to meet, D.V., in Bordentown, NJ at 9:00 AM on Saturday September 20, 2003.

ADJOURNMENT:
Presbytery was adjourned by the singing of Psalm 25 and with prayer offered by Rev. Wagner.
